The beach is open to the public 24 hours a day, year-round. It can be easily reached by songthaew (local shared pickup transport for 10-30 THB) from central Pattaya, or by taxi through apps such as Grab.
Access to the beach is completely free. You only need to pay if you use sun loungers or umbrellas (around 50-100 THB per day) or take part in water activities.
Ideally, spend at least half a day. For a full experience with swimming, local food from beachfront stalls, and a walk along the promenade, plan for 5-6 hours.

The dry season (November to February) has average temperatures of 25-30°C. Avoid April (highest humidity) and July-August (heavy rains). Mornings are less crowded.
