To visit Lobos Islet, you need a permit from the Fuerteventura Island Council, which you can request online. The most common way to get there is by ferry from Corralejo. I recommend checking the ferry schedules, as they vary by season.
Access to Lobos Islet is free, BUT you need to obtain a permit in advance through the Fuerteventura Island Council website. What you will need to pay for is transportation, whether that is a ferry or an organized excursion from Corralejo.
To fully enjoy Lobos Islet, walk to the lighthouse, take a swim at La Calera, and relax for a while, I recommend allowing at least 3 or 4 hours. If you only want a quick visit, 2 hours might be enough, but you would miss much of its charm.
Lobos Islet gets its name from the sea lions (Mediterranean monk seals) that once lived along its shores. Today it is a Natural Park of great ecological value, home to numerous bird species and a unique volcanic landscape. It is an example of marine and land conservation.
Spring and autumn are usually the best times because of the mild weather and fewer visitors. As for the time of day, I suggest going early in the morning to enjoy the peace and quiet, avoid the strongest heat, and miss the larger visitor groups.
Lobos Islet has natural terrain, with uneven paths and sand, which makes access significantly difficult for people with reduced mobility or wheelchairs. There is no specific infrastructure to provide this kind of accessibility.
Once back in Corralejo, Fuerteventura, you can enjoy its fabulous beaches, such as the Grandes Playas de Corralejo with their dunes. I also recommend strolling through the town center, visiting the harbor, and enjoying the local cuisine.
