The Oberhausmuseum is usually open from mid-March to November, from 9:00 a.m. to 5:00 p.m. (weekends until 6:00 p.m.), although it is essential to check the official website before you go. To get up there, I recommend taking the shuttle bus from Town Hall Square or, if you have the energy, walking up the panoramic path to enjoy the views.
General adult admission is around €5.00, with reduced rates for students, seniors, and groups, making it a very affordable visit. You can buy tickets directly at the ticket office or check the updated prices on the museum website.

Right after coming down, you should not miss St. Stephen's Cathedral (famous for having the largest cathedral organ in the world) and the Dreiflüsseeck, the point where the three rivers meet. Both are in the Old Town and are easy to reach on foot.
