Viewing the tower from the outside and photographing its Venetian Gothic architecture is completely free. If you want to go up to the terrace or see the interior, you will need to be a customer of the restaurant occupying the building and pay for your order.
If you only plan to observe the exterior architecture and take photos, 10 to 15 minutes is enough. If you decide to enjoy dinner on the upper terrace for the full experience, allow at least an hour and a half.
